Why you need a 'competent person':
Regulation 7 of the Management of Health and Safety at Work Regulations requires that a business (for profit and not for profit) appoints a "competent person". If the business does not have an employee who is the "competent person" it must appoint someone external to the organisation to provide that assistance.
